In the state of Ohio, Im wondering can a wholesale dealer buy a car, then consign it to a public auction. Has anyone done this in other states if not Ohio?

There is not such a restriction for wholesalers that they can not consign cars. They have also access to do so but i am a little bit confused about Ohio because my experience is not about this area. According to my personal experience Ohio should also be open for wholesale car dealer consignment.
